Walker knows there is no chance that the Congress, then the required super-majority of states, will ever pass a constitutional amendment to turn same-sex marriage legality back to the states.
But that is the opportunistic, ideological and grossly pandering position he's taking today because he thinks it will nail down for him the largest number of far-right early caucus and primary voters.

I completely agree with your observation that Walker is trying to "nail down for him the largest number of far-right early caucus and primary voters". He needs to keep the impression alive that he is a front runner before he fades into obscurity by comparison with candidates who are educated and can actually speak.
He really is going all in trying to get out the red meat vote before cleverly backing off and softening his positions for the larger states. It will be like the intolerant, bigoted Walker never existed...
