Why Paul Ryan rationalizes Trump talk

When Ryan says this:
'Who cares' what Donald Trump tweets if problems are fixed'

I don't care what he says so long as he adopts my budget 
Which is not as far-fetched as you might think, reports Forbes.com:

Well, maybe this is the solution:
Hey, look, how about Ryan's budget?
