Ryan was never as smart as people have given him credit for. If he was all that smart wouldn't he come up with new ideas, proposals and budgets in his job rather than recycling all of the same old ideas that keep getting shot down. That seems pretty stupid to me. It also proves that he is nothing more than a puppet.
Why do smart people give this ass a break. He learned economics from an Ayn Rand science fiction book.
