Mike Heubsch is the man Scott Walker put in charge of the all-powerful, budget-drafting, bean-counting fiscal and policy department, the Department of Administration. Jim Klauser was called Deputy Governor when he held the position under Gov. Tommy Thompson.
So what source is Heubsch citing to justify the cost-benefit bottom line savings in Walker's controversial and probably illegal plan to spend public money on drug tests to weed out users among recipients of food stamps and other aid programs?

Mike Huebsch, secretary of the state Department of Administration, told reporters Tuesday he believes the opportunities created by such a plan will exceed the initial cost of implementing it.
