Nice analogy. I just re-read your Sept 8, 2006 post in WisOpinion.com about Waukesha's lawywers, Godfrey and Kahn at the time, trying to make a behind-the-scenes, under-the-table request to Gov. Doyle to just approve a water diversion, without a Great Lakes Compact, without DNR, and without an application. The letter contained not-too-well concealed threats of litigation. (Duchniak, feigning horror, said "Litigation is the last thing we want." You wrote, "Dropping “litigation” into discussions of Great Lakes water policy-making is like throwing a grenade into a plywood shack."
Another nice analogy-metaphor. Two in one day--for me. That's a pair! There've been many more good ones in-between.
