Milwaukee streetcar wins preliminary OK, possible roadblocks ahead

Milwaukee is a step closer to beginning construction on a starter streetcar system - - with the Common Council voting preliminarily 10-5 in favor of the proposal backed by Mayor Tom Barrett - - but construction is not immediate because a referendum petition drive by opponents may put the matter to a vote this spring.
