to be fair, parts of Milwaukee made these kinds of errors also.
And it was pretty well known before Norquist; but traffic planners have been extraordinarily resistant to it; plus, local zoning and planning boards are remarkably wedded to the idea. It is, I think, a knee jerk "keep the bad people out" instinct.
