Waukesha's Diversion Plan Facing Michigan Opposition; Indiana Heard Michigan "No" In '92

Unlike the other Great Lakes states, Michigan is virtually inside the waters'  basin, so efforts to divert water away from the basin as Waukesha is discovering can be seen as a threat to the entire state. And opposition to diversions is a matter of geography and legacy, not party: Michigan GOP Gov. John Engler in 1992 vetoed a diversion to an Indiana community which, like Waukesha, had quality issues with its well water but failed to get its diversion.
