"A little fill here and there may seem to be nothing to become excited about. But one fill, though comparatively inconsequential, may lead to another, and another, and before long a great body may be eaten away until it may no longer exist. Our navigable waters are a precious natural heritage, once gone, they disappear forever," wrote the Wisconsin Supreme Court in its 1960 opinion resolving Hixon v. PSC and buttressing The Public Trust Doctrine, Article IX of the Wisconsin State Constitution.

James, your questions re 'Why the code?' and 'Whom might they be?' have been bugging me since you posed them.
While your suggestions of the Coen brothers, the Gallo brothers and the Jonas brothers were all good ones, as well as the self-righteous brothers and the Koch brothers proposed by anonymice one and two, none of the names bandied about answered your first question of why the secret code.
It finally came to me: it must be the Castro brothers, Fidel and Raul. Of course, Comrade John Nygren (C-Marionette) couldn't afford to be publicly identified with those 'certain brothers'.
