Because WEDC was always about politics, not jobs...

The WEDC didn't drop the Oscar Mayer ball.

The WEDC wasn't set up to receive and run with it, especially if a big win for deep-blue Madison was on the table.

The WEDC was set up to implement Walker's campaign-centered/250,000 new-private-sector-jobs pledge, period, which is why it has been more noted for repetitive senior management resignations along with scandalous and politicized accounting and lending practices and not for serious, successful and strategic economic successes.
