He is a mere puppet of the oil ,gas and realtor lobbyists. He has no vision of the future.
One other reason: He can't resist any opportunity to give the finger to environmental concerns. This is the ONLY issue where he went against WMC, siding with the realtors instead.
It's tied to the no-bid sale of state owned power plants legislation. Anyone with half a brain can see that coming down the pipe. Buyers want a monopoly for the good election funding deeds....
