Is this how Walker tapped recall campaign $$ ?

Apple's new phone touts an electronic wallet function for instant, secure money transfers. Did the Walker campaign test prototypes during the 2012 recall campaign?

Considering the level of thought Apple has put into security on this to forestall hacking and theft, I suspect there's too much verification and tracking put into it. Not nearly anonymous enough.
