If the GAB gets a keel-hauling, what should happen to the derelict DNR?

Here's a question:

If the ethics and elections oversight Wisconsin agency known as the GAB and its director Atty. Kevin Kennedy deserve the budgetary death penalty for alleged bureaucratic shortcomings, what's the appropriate punishment for the Wisconsin DNR and Secretary Stepp for four years of willful failure to enforce clean air laws?

Managed by former corporate insiders holding positions of state power disregarding public responsibilities.

Which is part of a pattern of reduced or limp enforcement of other pollution or wildlife protection standards - - even of the DNR's own creation - - that doesn't come close to internal problems at the GAB being used by the right to demonize and dismantle it.
