House Speaker-Not US Rep. Scott Walker?

If you don't think some conservatives inhabit a not-so-parallel universe, consider this Weekly Standard brain burp via Dan Bice:

A former Reagan official is calling on congressmen to choose... Wisconsin Gov. Scott Walker to be the next speaker of the House, even though Walker is not a sitting congressman.
Maybe he could bring along some former staffers and associates named Russell, Wink, Rindfleisch, or Kavanaugh (see Walker, John Doe et al).

i'd like to see this happen - if only for the visual of walker behind obama at the State of the Union, holding up a "John 3:16" sign.

Technically speaking, there is nothing in the Constitution that says that the Speaker of the House has to be an elected member of the House of a Representatives.
