Van Hollen swore in Walker as Governor on Thursday.

Can we really have two? Is anyone interested?

And the Secretary of State is acting governor if both the Gov. and Lt. Gov. are out of town and/or incapacitated, and the Deputy Secretary of State has all the powers of the Secretary of State, but when I was the Deputy and all three of the electeds were out of town of incapacitated, I was not acting Governor.
