WI CONSTITUTION ARTICLE V, SECTION 7 (2) If the governor is absent from this state, impeached, or from mental or physical disease, becomes incapable of performing the duties of the office, the lieutenant governor shall serve as acting governor for the balance of the unexpired term or until the governor returns...
Yeah, I know, but in the real world, no.
And the Secretary of State is acting governor if both the Gov. and Lt. Gov. are out of town and/or incapacitated, and the Deputy Secretary of State has all the powers of the Secretary of State, but when I was the Deputy and all three of the electeds were out of town of incapacitated, I was not acting Governor.
Because some of the others were available electronically and this was pre-cell phone/internet.
