Exactly! And maybe there's something more...
I think Walker would hurt himself by alienating Tea Party support if he chose Romney, the person who seems inevitable for the GOP nomination at this point. And Walker doesn't want to alienate the Romney people by picking Santorum, the Tea Party favorite. So he simply declines.
And then there's the idea that if Walker throws his support behind Romney, that actually hurts Romney's chances of carrying Wisconsin in November. But eventually Walker will have to throw his weight behind Romney.
I predict that in the end the record of Wisconsin will stay the same regarding presidential elections. The last Republican to carry Wisconsin in a presidential election will stay the same: Ronald Reagan in 1984.
