Paul Ryan Won't Tax Millionaires; Hometown Rock County Per Capita Annual Income - - $24,135

Paul Ryan is firmly lining up against Barack Obama's proposal to obtain at least a minimal tax payment from the 0.3% of the population that earns $1 million or more annually.

Ryan lives in Janesville, the largest community in Rock County, where a shuttered GM plant has left many people unemployed, and few millionaires, one presumes, from US Census data that doesn't include the last year or so of harder times:

Per capita money income in past 12 months (2009 dollars) 2005-2009:
$24,135

Median household income, 2009:
$49,347

Persons below poverty level, percent, 2009:
12.9%
And Janesville's unemployment rate is in the 10% range, above the state and national average.

The annual per capita income in Janesville is even less than in Rock County - - down to $22,224,  about 8% less than the county-wide average, according to the Census figures.

So whom is Ryan representing, exactly? People making about $12-an-hour?

One clue, and it's a corker.
