Why is that the parents of kids killed in OWI crashes have to do the organizing and politcking that the rest of us,along with legislators, should be doing on their behalf?

I agree that the parents should not have to be the ones advocating for stricter laws to prevent future accidents. While the family of a victim of a drunk driving accident may push for strickter penalties, lower BAL, etc. families of victims of accidents that are not caused by booze really have no clear thing to push for to try and change the status quo and prevent future accidents. Over 40,000 people are killed each year in car accidents. There is so much more that could be done to prevent these but who is fighting to take a comprehensive look at how to fix this huge public problem?
