Union-Busting Bill In Wisconsin Limits Home Rule

A reader asks for information about home rule in Wisconsin, as I have written that the Walker union-busting plan is a state-imposed limitation on the freedom of local units of government to make agreements with their employees, thus establishing polity, setting spending priorities, and so forth.

The Wisconsin Legislative Reference Bureau has published a paper on the home rule law.

I'm not an attorney, but it looks to me like the legislature has the power to do what Walker's bill sets out to do - - if it is published in its present form - - but that doesn't mean it was the right thing or a bright thing to do.
