GOP Anarcho-Legislators Abuse Outdated Debt Tool

Today it's the political weapon of choice wielded by GOP anarcho-legislators. It began as a World War I tool to make it easier for the Federal Government to add, not limit borrowing. Which is why the rest of the world declines such idiocy. If Congress doesn't want to borrow to spend, it shouldn't approve the spending.
