Will hide out and deliver it in a controlled environment, at a private business, instead.

I'm hearing he can't do that. By law, he has to do it in the capitol. Pesky open meeting laws.
When is the budget address to take place? I understand he is required to do it at the Capitol...is that right?
Capper - - The Emperor has consulted his jester and has been advised that 'law,' as you call it is oh, so 16th century.
But (if the commenter at the MJS is correct about the location, 3019 Progress Road) delivering the Budget Address at a location that is several miles from the UW campus and is on private property, which can presumably be cordoned off and will enable entirely controlled access based on trespassing law, will no doubt reduce visible public participation in the event. But what does this governor care about public participation, anyway, other than he might think he would be able to solicit campaign donations for admission to attend the, "public," event.
What we need to do is to start filing lawsuits, lots of them, faster than Walker, Inc can change laws to disallow said lawsuits.
