New safety problem in WisDOT Zoo Interchange project

[Update] A worker was killed by a machine several months ago, and, separately, a dump truck tipped over in the construction zone, leading to a long lane closure, so today's lane-closing mudslide and [update] an unrelated communications line knocked down by a construction truck that fell across traffic lanes are at least the third and fourth incidents raising management and safety questions as years of work continues in the state's busiest interchange:
The Milwaukee County Sheriff's Office says it is closing US 45 from the north to Interstate 94 eastbound in the Zoo Interchange. It said the closure is due to a mudslide onto the roadway.
For the record, heavy rains were in the forecast long before this morning's storms.

They have put off closing I-94 east & west bound lanes to restring a communication cable that came down earlier this morning and required closing I-94 at that time. Originally, it was to be closed at 11am, then 11:30am, and now they will close I-94 east of the Zoo Interchange in both directions once the mudslide on the Hwy. 45 ramp is cleaned up...

Poor planning...it DOES rain in Wisconsin!
