"A little fill here and there may seem to be nothing to become excited about. But one fill, though comparatively inconsequential, may lead to another, and another, and before long a great body may be eaten away until it may no longer exist. Our navigable waters are a precious natural heritage, once gone, they disappear forever," wrote the Wisconsin Supreme Court in its 1960 opinion resolving Hixon v. PSC and buttressing The Public Trust Doctrine, Article IX of the Wisconsin State Constitution.

Obey is jumping ship after 41 years in office as he is smart enough to realize that even if he somehow managed to get re-elected, which I am sure his internal polling indicated was going to be a real problem seeing as Obey is the author of the $800B+ waste of a stimulus package, he was no longer going to be the House Appropriations chairman come next January.
And one imagines the Democratic party up in the 7th district is less than pleased Obey waited until this late date for an entrenched incumbent to announce he is not running.
