federal assistance = tax dollars. So, Waukesha wants to use (raise?) other people's taxes to pay for its own construction desires? (including the tax dollars paid by people in Milwaukee who will never benefit from this morass).
If grant applications are made, it will be interesting to see if any of these philosophical/political questions get raised by the approving bodies?
