Bear Sightings: More Cell Phone Cameras, Or Loss Of Habitat?

Media have been entertaining us with bear sighting stories - - from Dane County to SE Wisconsin and beyond - - but here's my question:

Are we seeing more of these events because everyone with a cell phone camera is a cub reporter now, or are there more bear sightings because we've sub-divided and paved their habitat?
