James – as is all too often the case you are mis-representing what is actually in the linked article.
Portage County Sheriff Charewicz simply states he is enforcing the county ordinance requiring firearms in a county park to be empty and in a case.
In other words he is doing his job.
Other than that Charewicz stated "I have no problem with open carry, as long as it's in the proper place".
