It's clear Belling doesn't use Twitter the way most others do. Instead of using Twitter as a window to his soul, he uses it as a marketing tool to give added value to his show's listeners and thus eventually help him make more money, a legitimate use of the technology. Even gamers understand that some people take this 'window to the soul' thing too far.
The account was created specifically by Paul, his producer, to market aspects of his show. Belling doesn't use the account himself to follow others because he doesn't use the technology for that purpose. That says nothing about whether he cares or not. It does say that he's deliberate in what he sees as a legitimate use for the technology and uses it only for that purpose.
The fact that James is concerned enough to check on Mark Belling's twitter account activity demonstrates that James has an incredible amount of free time and might want to consider getting a life.
