Yea it comes with a 18% price tag.
The problem in Madison, like elsewhere, in Demopublican fashion, is moving more and more government spending onto the most regressive forms of taxation, fees.
While 18% may not matter much to the economically comfortable, it is a big jump for one making 10 to 20 k a year.
