Great Lakes Compact Headed To The Congress

When Pennsylvania becomes the eighth and last Great Lakes state to approve the Great Lakes Compact, the agreement moves to Congress for final US approval.

it look like people are hopeful that the bill will get through congress by the fall...do you think that is realistic, james?
