"A little fill here and there may seem to be nothing to become excited about. But one fill, though comparatively inconsequential, may lead to another, and another, and before long a great body may be eaten away until it may no longer exist. Our navigable waters are a precious natural heritage, once gone, they disappear forever," wrote the Wisconsin Supreme Court in its 1960 opinion resolving Hixon v. PSC and buttressing The Public Trust Doctrine, Article IX of the Wisconsin State Constitution.

Fair's fair. Here are the others who made the dishonor roll: State Reps. Ed Brooks, Steve Kestell, John Murtha,John Steinbrink, Leon Young and Josh Zepnick, for flip-flopping on the independent DNR vote; Senators Jeff Plale, Russ Decker and Dave Hansen, for not only supporting an anti-conservation bill but amending it to make it worse; and Reps.Joel Kleefisch and Scott Newcomer for their overall records of 6% pro-conservation votes, worst in the legislature.
Agreed. In particular the behavior of the Milwaukee delegation was horrible, with Plale the poster child.
