Goofy numbers in over-supply at Alberta Darling's office

Trying to find a billion free dollars not labeled 'Foxconn-only' for new lanes into the land-locked I-94 East West corridor is a fruitless exercise by State Sen. Alberta Darling, (R-River Hills),
 
though it's not as curiously irrelevant as the lede on her August 10, 2017 news release about state regulations:

Madison - Wisconsin's administrative code has 12 times more words than the entire Harry Potter series.  

So what, and by the way, did anyone get paid to do the count?
