No, it is not surprising that Walker wants to move up his presidential campaign announcement, since:
A) The time table had been predicated on timely passage of his budget, but the budget is stalled by legislative rebellion against his unpopular NBA arena funding deal and also by his unsustainable transportation borrowing plans.
B) Walker's presidential announcement timetable had little credibility because he never intended to stick by his fake assurance that he planned to serve out a full second term.
C) Iowa, and beyond, have been Walker's priorities - - not Wisconsin - - at least since his recall win.
D) Walker serves Walker. Everything and everyone else are props.
So we know that when Walker says one thing - - like 'I will create 250,000 new private sector jobs,' or Act 10 is a modest proposal to solve a budget deficit, or that he's leaving behind an environment cleaner than he found it, or isn't interested in signing a 'right-to-work' bill - - we know the opposite is likely true.

The truth is Scott Walker is a liar.

This should not be a surprise to anyone. Walker has done the opposite of what he promised his whole career. Right to work? Full flop. Union busting? Full flop. WEDC new business - full flop. Small government - Full flop. I could go on forever, but I think the point is clear. No matter what Walker promises, the truth is he will change his mind and not spend one minute thinking about who he screwed over in the process and how it impacts the community or state economy. Walker is petty, and vindictive. Good luck America if you want Walker as POTUS.
