Should The WI DNR Teach Kids, Others Bear Killing?

Is this the role of the state? 
The Wisconsin Department of Natural Resources will be holding “Learn to Bear Hunt” courses throughout the state in the upcoming months
The “Learn to Bear Hunt” courses are overseen by local conservation wardens and wildlife biologists. The courses are open to anyone at least 10 years old who hasn’t participated in a “Learn to Bear Hunt” course before and has never purchased a Class A or B bear license. 
Participants will learn how to read bear sign, check bear baits, handle hound dogs, practice safe firearm handling and will receive target shooting tips.
How much power should the bear hunting lobby have?
