Why Not Completely Abuse The WI Budget Process...

...And use it to spark a confrontation over treaty and water rights?

As I said, it's more of the GOP's sit down/shut up/dry out/go away legislating.

  1. Could you specify HOW Repubs are using the Joint Finance Committee process/rules to constrain / eliminate debate?

    heard reference to it, to gaveling order and legislating in the dead of night, but not seeing the explicit point re JFC -- I'll get the word out if you point the way

Finance was used to toss the investigative journalism project off the UW-Madison campus and to prohibit challenges by citizens to high-volume well permit siting applications and operations over the well or wells' cumulative impacts on the water table.

    Neither are appropriate as budget amendments.

  3. Vouchers and the state-wide Charter board are other examples. Both of these issues are radical changes from current education policy and deserve separate debate in both houses. In fact, there are over 90 non-fiscal items in the budget bill.
