ReplyDeleteSeems like a convenient scapegoat excuse, Scott's had 6 years and almost 3 budgets to straighten it out. The more likely explanation is the much vaunted "STAR" system is not working correctly.
Yup. These reports have been completed by both administrations for 15 years. Why is the problem only happening now?
