Jodi Habush Sinykin, a water rights attorney with Midwest Environmental Advocates, spelled out for DNR staff at the agency's Tuesday hearing in Milwaukee legal flaws in the Great Lakes diversion application as drafted by Waukesha.
It is another reminder that while this is a public hearing - - with a regrettable two-minute speakers' time limit - - the key audience in the room is DNR staff who will have an expanded record to review, ignored at the agency and Waukesha's peril.
