Seriously? Going after emergency repairs? So if we do anything other than let roads crumble it's a "win for the government/road builders' complex"?

Or "s--t happens", perhaps? Planned obsolescence being that we built these roads 50 years ago and have been negligent in maintaining them. There's not some grand conspiracy out there.
