Groups Say Events Require Fresh Bid For Waukesha Water Diversion; Water Utility Says, 'OK'

Earlier this week, several Wisconsin organizations urged the City of Waukesha to prepare a new application for a Great Lakes diversion because events and decisions had altered the 2011 version submitted by the City to the DNR.

The Waukesha Freeman reported that Waukesha intends to do just that - - though it is not clear if that means hearings and a vote by the Waukesha Common Council.

From the Freeman, Tuesday:
On Monday, the Compact Implementation Coalition sent a letter to the DNR and city officials, requesting a revised application and public comment process, citing major changes to the original application since 2011, such as the provider changing from Milwaukee to Oak Creek and the wastewater discharge point and return flow routes changing from Underwood Creek to the Root River.
Waukesha Water Utility General Manager Dan Duchniak said what the [Great Lakes] compact is asking for has been part of the process that’s been in the works since Waukesha submitted the application.
He said the city will submit a revised application to the DNR sometime this month.

  1. The application has changed so much that ratepayers have no clue what they're being asked to buy.

Before the DNR hearings, a new series of public comment opportunities for each community within the SEWRPC designated service area needs to be held.

Since the DNR is writing the process rules, this is not only reasonable, it's common sense.
