Unraveling Walkerspeak

I've noted it before, and I'll continue to ask when I see it:

Why can't Scott Walker put together a couple of extemporaneous sentences without butchering the wording?

When asked about whether he'd support a mining tax (no), Walker responded:
I'm not issuing vetoes before I get bills in front of my desk," Walker said. "But I think you're right. That's not something I'm in favor of as a new tax in that regard."

    Plus, he uses the word "Gombeen".

  2. Seems like it it pretty simple to understand.

    He doesn't support a mining tax, but will not make a judgement on a bill until it reaches his desk.
