Awkward WI Court Ruling Cites "Constitutions"

I'd better run for further study to my dictionary and the Act 10 section of the Government Operating Manual, as a Wisconsin judge writes today there are "constitutions" - - more than one? - - that reined in the powers of Walker and fiefdom manor lords Scott and Jeff Fitzgerald:
"Even laws enacted by the legislature and the governor, though they may manifest the popular will of their time, are subordinate to them. Even a temporary infringement of fundamental rights of speech and association protected by the constitutions is an irreparable harm."
