It won't matter what the law says. The insurance companies will error on the side of homes being destroyed. Of course - the state could prohibit the insurance companies from raising rates. Talk about limbo and confusion. So INCONVENIENT.

Could the insurance companies flat out refuse to insure if they can't raise rates based on science?
