The state funding equation is based on enrollment, and the Walker administration set the numbers (and, obviously, RESET them in the new budget to austerity levels). Step One.
Furthermore, Walker removed enrollment caps for private school choice programs and virtual charter schools, bleeding off public school enrollment even further. Step Two.
As enrollment goes down further, student-teacher ratio goes up, funding is further squeezed, facilities wither, and more and more parents abandon the public schools. Step Three.
