Walker Administration Grudgingly Acknowledges A Bit Of The Constitution, But...

They still want to strictly control speech in the State Capitol. As the Journal Sentinel reports:
The Walker administration revised its rules on Statehouse demonstrations Friday to make clear that no permits were needed if families and tourists visit the Capitol without a permit or people hand out political or religious pamphlets on the Statehouse grounds.

But the Republican governor's administration has kept its new requirement that four or more people demonstrating inside the Capitol or 100 or more people on the grounds get a permit in advance.
