The Sendik's market n Shorewood is a small business, and I can see a modest grant given it because the owners are absorbing some personal financial risk, and also because the Village of Shorewood is embarking on a major project next door that will disrupt the grocer - - but $4.1 million handed over to a mega-corporation like Walgreens?
On top of a low-interest loan?
C'mon! That's wrong.
And why would Roundy's, with a store on the edge of the project, expect nothing less when it begins a probable upgrade?

well, obviously Sendik's does not reach the threshold to qualify for special treatment.
