As Quinn and Pawasarat point out the Brookings' index discriminates against communities with large Black populations. Any place with a high % of blacks makes the bad list and anyplace with few blacks is likely to score a favorable rating. The rating system is racist and basically so is Brookings which really isn't centrist, but a war mongering establishment repository for fading Federal bureaucrats and political hacks.
Quinn and Pawasarat's index was a phony attempt to give credence to the idea that, somehow, despite what we all know and see and live, Milwaukee is not nearly as segregated as we think. Marc Levine addresses the real and pretend segregation indices:

They don't have a leg to stand on. And neither do you, Milwaukee is 28th in black population percentage amongst the largest 100 municipalities. Also, Milwaukee's segregation has gone virtually unchanged in decades while other areas have made more meaningful progress. Calling a quantitative method of drawing apples-to-apples comparisons of metro areas "racist" is rich. Is my kitchen table racist as well?
