Hoan Bridge Repair Funds Materialize, Just As Zoo Interchange Repair Funding Materialized

Same pattern: First the road repair need, a little bit of delay - - followed by foot-stamping, press-release flip outs - - and then the financing is found by WisDOT.

In the old Journal newsroom, this was called synthetic conflict.
