Unfortunately even if this would have any effectiveness in dealing with the Gulf oil spill, it will have to first be reviewed and approved by the Bureaucrats in at least a half dozen Federal agencies before it could be utilized.
So maybe just maybe they could have it implemented by 2014. (AJ4)
