Great Lakes Compact Signed Into Wisconsin Law Two Years Ago - - Still No DNR Rules For Its Implementation

Ironic, isn't it, that:

A) The City of Waukesha filed its application with the Wisconsin Department of Natural Resources for a Lake Michigan diversion under the Great Lakes Compact on May 20, 2010...

B) Gov. Jim Doyle signed the Great Lakes Compact into Wisconsin law on May 27th, 2008, nearly two years ago to the day...

C) Waukesha had long signaled its intention to file the diversion application, and the Compact's exception to out-of-basin diversions was drafted and promoted during regional Compact negotiations that involved DNR personnel, with Waukesha in mind...

D) The DNR has not written administrative rules governing diversion application drafting by Wisconsin communities, or for DNR reviewing, or for the public's participation...

E) But will review Waukesha's application anyway.

There's the Wisconsin political environment in which the Waukesha application has been drafted, and forwarded to the DNR for review before it sends it to the other seven Great Lakes states.
