I still think the setback requirements and height limitation are not urban in nature and harm the environment more by essentially encouraging sprawl.
It is worth noting that it was former Alderman D'Amato not Nik Kovac that first pushed for the River Overlay and passed the legislation making it possible. Ald. Kovac is taking credit for something that was done before he got elected.
